Canada to Welcome Nearly One Million New Immigrants Through 2020

Around one million newcomers will enter Canada and they will reside in the country between 2018 and 2020. This is a new plan and a new target set by the multi-year Immigration Levels Plan as it was planned in the House of Commons on November 1. The majority of the new permanent residents would be the economic migrants and the most economic migrants would be admitted in the country through the Express Entry. The targets that have been set for the economic categories would increase every year until 2020 and as well as the Express Entry program.

The new multi-year plan has modified a lot of targets that has been set by the older plan. Immigration, Refugees and Citizenship Canada (IRCC), provincial governments and the business community have consulted to move to a longer forecast which will allow stakeholders to plan for the services and also the usage of the resources.

The multi-year immigration levels plan has made sure that all the Canadians would benefit from it because the immigrants will have talents that would contribute to the economy of the country and increase the economy growth.

Around 310,000 newcomers would enter the country and then this number would increase to 330,000 in 2019 and 340,000 in 2020.

Out of all the newcomers that would be entering the country 565,000 migrants would be entering through the economic program and around quarter million would arrive through the federal economic program. IRCC has made it very clear that Express Entry is the main source for the economic development.

The increase of target through Express entry has made a difference and there has been a decrease in Comprehensive Ranking System (CRS) cut-off thresholds because there is an increase downward pressure in the CRS threshold. The lowest score for Federal Skilled Worker Class (FSWC) and Canadian Experience Class (CEC) candidates was 413 for this year and then even lower for  Federal Skilled Trades Class (FSTC) candidates which was 241.

Provincial Nominee Programs (PNPs) will admit 184,000 or so economic migrants along with their families which will allow each province to nominate the candidate that it considers to match with the labour market of the respective province. Several PNP streams would be aligned with the Express Entry while other streams will welcome the newcomers outside the Express Entry pool. If we talk about CRS, then provincial nomination is the most important factor because it results in 600 additional CRS points and an ITA.

It is expected that there would be a lot more activity in the PNP starting from next year. As a matter of fact, January will be the month starting from which Alberta along with other provinces will offer an enhanced Express Entry stream. Many provinces have taken a dynamic approach in nominating the candidates, for example, Ontario has been targeting candidates in the Information Technology sector.

Canada will welcome business immigrants through its federal programs. It is expected that around 2,000 federal business individuals along with their families will be settled by 2020.

One of the highlighted targets of the multi-year Immigration plan is to reunite 265,000 spouses, common-law partners, dependent children, parents, and grandparents of Canadian citizens and also the permanent residents of the country through the plan which has been introduced recently, called the Family Class programs.

The Canada’s Liberal government is emphasizing on the reunification of the families and they have introduced several programs like Parent and Grandparent Program (PGP), successful work permit pilot program which will allow spouses and common law partners to work in Canada while they are waiting for the application status.

The number of the family class programs will be increased from 84,000 to 86,000 and as well as the number of the refugees will go up from 40,000 to 43,000.

Around 3500 individuals are all set to get the permanent residence in the country on the humanitarian and on compassionate grounds.

Around 22 percent of the population of the country is the first generation of the Immigrants and some of them have become permanent residence while others have become naturalized citizens. Some of the residents are on temporary permits which include work permits or international student visa.

It is expected that the population of immigrants would go 30 percent up by the end of 2036.

The new immigration plans show that the government of Canada is very keen on making the procedure as efficient for the applicants as possible. It is very serious about making the growth of the country an essential step for the growth of economy of the country. It has been said that the new Immigration Plan might serve as a blueprint for a lot of newcomers to see Canada as their permanent home.
